Israeli in London: Tefillah Question

Dear Rabbi Simon
Having moved to Israel many years ago, as far as I can recall this is my first time back in London specifically on the 7th of Heshvan [today, 29 October 2025]. I am returning to Israel in a few days. Should I include the reference to tal u-matar, “dew and rain”, in my prayers, as we do in Israel? (See Artscroll Siddur pp. 104-5.)  Or should I follow the halakhah applicable outside of Israel, where this addition is not yet introduced? [Editorial note: The addition mentioned is added in Israel from 7 Heshvan, but in the Diaspora only from the evening of the 4th or 5th of December. In all locations, the request for rain is maintained until Pesach.]
Many thanks for your guidance.
Tali

Dear Tali
Thank you for your practical question. I recommend that you add the words “ve-ten tal u-matar li-verakhah”, but specifically in the blessing of Shema Kolenu (pp.108-9).
May your prayers precipitate blessings for us all.
Best wishes
Rabbi Rashi Simon

Ask the Rabbi: Quinoa on Pesach
Dear Rabbi Simon,
Where do you stand on quinoa (and the kitniyot ban) for Pesach?
Many thanks,
Tzippy

Dear Tzippy,
In line with other American authorities, I am in favour of quinoa. Although I reject completely the voices (mostly from Israel) seeking to abolish the ban on kitniyot entirely, IMO we do not need to include in the prohibition pseudo-grains that were unknown in the Old World until modern times. Best to buy with a Pesach hechsher though, to be free of any possible wheat contamination.
